For equipment as long as your party has Coral Ring and Ice Shield. With those equipments Neo Shinryu will actually "heal" you more often than it hurts you. With the help of Mighty Guard and frequent cast of Golem, beating it is pretty easy even with low level party.

how can I get Mighty Guard?? and the most damage i can make him is whit apocalypse and kagenui, !rapidfire, Ribbon, hyper wrist, power sash, i make him 8 atks of 4000 +/- it's like 32000 but after i hitted him he use tidal, ligthening ad zombie powder... that's why i can't defeat him, (he's the only one left XD)

Sadly, Neo isn't very difficult thanks to the proliferation of "PWNING NEO" videos on Youtube. Example: I used a similar strategy. The only difference being that I had everyone equip Coral rings. I also had Krille use blue magic. The key in this strategy is making sure the person you have using !mix also have Quick so that they can not only buff party members, but also use Resurrection on anyone who got wasted. To drive the point home - The first time I fought him, I screwed up and didn't give the person with !mix the !time ability. I died as a result. The second time, I beat him within 3-5 minutes.

note that neo isn't immune to slow

Try to get 8 Dragon Lance from Crystal Dragons in the void (just use "reset" if you get an Elixer) give all characters "Jump" ability and equip all the 8 spears. I put two "White", one "Blue" and one "Time" in order to use "Mighty Guard" or" White Wind", "Curaga" and "Hastega" when you're ready with those, make them all jump ! Neo-Shinryu uses Giga Flare and Meteor as final attacks ... so, with Mighty guard, only one or two characters may be KO-ed

For Neo Shinryu, I had two Freelancers, both with Mimic, one with Mix and one with Throw, and two mimics with White Magic, Time Magic and Doublecast one of whom had the Force Shield(VERY important for protecting against Neo Shinryu's attacks). I had Ribbons on the Freelancers and Gold Hairpins on the Mimics, and Hermes shoes on everyone. I did most of the damage by throwing Fuma Shurikens at him (when they hit, they do 6000-7000 damage), or occasionally Dragon's Breath (Two dragon fangs, the damage based on level can't be blocked by his defense). I use Mimic as often as I can to get as many shots at Shinryu as possible. Several of his attacks (such as Ice Storm, Almagest and Tidal Wave) will most likely kill everyone in the party except the person with the Force Shield. When this happens, I had the person with the Force Shield cast Quick+Arise, Arise+Arise, and Float+Float. You can and should float over Quake, but it's better to have permanent haste than to absorb Tidal Wave. He has a few other attacks, but they most likely won’t kill you. If the Force Shield-equipped mimic runs low on Mana (less than 120), have the Mix-equipped Freelancer mix a High Potion with an Ether (or if the mimic is dead, combine an Ether with a Phoenix Down). Don't let this mimic stay dead longer than necessary, or Neo Shinryu's attacks can kill the entire party. If the mimic is the last one alive for too long, he or she can be killed by Neo Shinryu's powerful physical attacks. He uses Giga Flare as a last attack, but it's not hard to survive if you're healthy.
